# Turn14 Fitment Contract

## 1. Objective
- Turn14 is an authoritative, distributor-scoped fitment source.
- Turn14 fitment is evaluated independently.

## 2. Scope
- Applies ONLY to distributor = 'turn14'
- No cross-distributor consultation is allowed.

## 3. Data Requirements
- Required vehicle fields: year_from, year_to, make, model
- Optional specificity fields: submodel, engine, drivetrain
- Explicit exclusions handling: exclusion records must be respected as provided; no inference.

## 4. Confidence Rules
- source_confidence = 1.000 is allowed only when the product class is explicitly eligible.
- Eligible product classes are defined in the Turn14 product class eligibility map.
- Non-eligible product classes must be capped by the configured maximum; no promotion is allowed.

## 5. Phase Boundaries
- Phase 3: read → emit only
- Phase 4: validation + reconciliation only
- No GPT usage in fitment evaluation

## 6. Prohibited Behavior
- No inference
- No description parsing
- No MotorState consultation
- No confidence promotion outside rules
